This cannot be automated. The waste percentage is for the components/assemblies/bill of materials, where it would add the percentage onto the works order quantity. For example, a WO component qty of 10 with a 30% waste, becomes 13. But this column doesn't affect the end works order quantity.
How to automate a waste percentage increase to a works order quantity
When I launch a works order (WO), I generally scrap 3%, is there a way of automating a 3% increase to a WO qty?
