To overcome this error, restart the SQL Server FMAST Service as follows:

  1. On the SQL Server, from the Desktop, open the Start menu.

  2. Type Services and run Services.msc.

  3. Navigate to the SQL Server (Your database) entry.

  4. Restart the SQL Server FMAST service.

  5. Run SQLUtils.exe again.
