Find out which menus are missing for the user.
Access their system either through their session if they are admin or through the server
Go to Options
Click System Maintenance
Click System Settings
Click General System Settings
Click Disable/Enable Menu Options
Locate the menu in question and disable and re-enable it
Refresh the menus and the option should now reappear
