The licence is recording there are too many network users.i.e. the number of simultaneous network users has exceeded the limit specified in the DinkeyNet dongle.
This is to do with the Magic Licence and a connection that is held open on a terminal somewhere.
Reboot the server and, if that does not work, reboot all the PCs.
There is an console app you can run to find the current users:
cd <FM Install>\Live\XPA\
mgstations MGCSRT <FM Install>\Customer\License2.dat
