The issue was caused initially because the operation was changed during the production of the route and the pending works orders were not updated.

The Operation Costing is different to the Resource Costing. Please complete the following steps:
Select production, work order enquiry and hit enter
Select and zoom (press F5) into the relevant works order, click the inspection column and change the column heading to Plan Rate.
Select the figure in the field underneath and press F5, you will see the operation costing, which has 'divide the clocked time across all the operations the employee is concurrently booked onto' selected.
You can update multiple works orders and routes at the same time, by completing the following steps:
Select Options
System Maintenance
Data Manager
Update routines
Update route and W/O travel time
Click update Routes and click Update Works Orders
