Unfortunately there isn't a way to just remove access to the Goods received tab, Only way to do this is to remove access to the stocked parts menu tab from the user access settings via the options. To do this:
Click Options then click User Access.
Click View Access then click Stock.
Remove access from all of the stock menu then click Save.
