How does the operation costing work when you zoom in from the rates

When I drill into the finish operation, I noticed that there are two boxes to enter the Labour costs. Can you please explain to me how this works?

The operation costing screen defines how this operation should be costed. Planned cost rates are set at the resource code level and cannot be changed here. The planned time fields represent the planned time charge per hour. Their names can be changed from user defined field titles e.g. Text Field 1: Depreciation, Text Field 2: Overhead. The calculation uses these fields to work out the total costs.
