Change the labour utilisation per product or route rather than per resource

This is possible. For example, you can have 3 workers used per 1 on an operation in Route Maintenance and 5 workers on another operation in resource maintenance.

From manufacturing route maintenance, when you select the relevant part and zoom in (by pressing F5) you can set the number of labour units from the Workers column (for labour resources only).

For Machine resources, set multiple people on the operations when the MULTIPLE_BOOKINGS flag is set.
