This is to do with the Magic Licence and a connection that is held open on a terminal somewhere. Reboot the server and, if that does not work, reboot all the PCs. There is an console app you can run to find the current users: cd &lt;FM Install&gt;\Live\XPA\

mgstations MGCSRT &lt;FM Install&gt;\Customer\License2.dat

The following error message generates, even when nobody is logged in:-

 You have exceeded your licence count, the engine will terminate: MGCSRT : 4 consumed 3 allowed
