Currently you cannot issue more stock than required to a works order via mobile scanner.
You can send messages from the scanner to inform the production staff to assign more stock to a works order as a workaround.
An idea has been raised to issue more stock than required to a works order using a scanner. Please vote for this idea from the FactoryMaster Ideas portal, if you require this enhancement.

User assigned a works order to a scanner and it's working, however, it won't allow me to issue more than required.
